I had a special promotion after graduation from School/ALC, BDE published a memo to get promoted in June but nothing happened till I got picked up in October, with the new system they were able to change the date and attached all documents but S1 got no ideal who’s is the approval authority been over a year now

You're promoted due to SMAPP, all the information is on the SMAPP memo you turned in for promotion. The approval authority was the O5 LTC who signed your 4187 for reclass.

Thank you SFC, my S1 in my new duty station don’t know who to approve the promotional date change on my SRB, per your information it should be my O5 in my chain of command, right?

You should have a document that orders the promotion. That's the memo you got. See who signed it (it's likely the Lt Col who was the head of the school). On that memo should be the authority by which the promotion was granted. There should also be an effective date; however, that effective date could be the date of the memo. (In that case, it should be stated in the memo.)

The S1 at your new unit won't promote you. You are already promoted on the authority of your last commander. You need to get the S1 at your new unit to recognize that this action has happened. Show your S1 the memo. Then ask them to contact the school if they have any questions (there should be contact info for the school on the memo).

Did the S1 ask the G1 at Brigade? They're also has to be a G1 at the one or two Star level who may know this or this may be a question for human resources command? I worked in the one-star command and you usually got answers from the G1 or the NCOIC of the G1.

I retired 13 months ago so I don't know about this new system you're talking about.
