No, you have to be in TPU status.

It does not. You have to be an active member in a TPU unit. https://www.hrc.army.mil/content/Army%20Reserve%20Component%20Achievement%20Medal%20ARCAM

Boy things change, used to be all selected Reserve time counted, TPU or IMA.
