"Why is the Navy launching an investigation into its SEAL training program?
The Navy has started an independent investigation of the brutal selection course for its elite SEALs after a sailor’s death this year revealed a tangle of physical abuse, poor medical oversight and use of performance-enhancing drugs in the course."

It is very common for any group or organization that becomes "elite" (either in reality or just in their own eyes) to gradually become abusive of both outsiders and candidates.
Some elements of BUD/S are deliberate harassment for valid reasons, but it is very easy for such situations to go a bit too far, especially when there are strong feelings among the candidates and the cadre. The problem is how to balance the need to weed out any weak candidates against the reality that the course is not trial-by-combat to the death.
