And in reply to another comment, a nuclear weapon small enough to be carried on this balloon would be entirely deadly when employed to produce an electromagnetic pulse. An EMP does NOT require that the bomb have huge explosive power. Look at the "Starfish Prime" nuclear tests outside the atmosphere when we first learned about EMP. Those blasts did NOT have to be large explosions to produce EMP.
