Misleading headlines, misleading facts. The president isn't picking anyone. Climate change is a national security issue, and an issue world wide as people battle of water.
People can argue what they believe is the cause of climate change, but you can't argue that it is changing. The effects are being seen globally already.
This is why the DoD declared climate change a national security issue years ago.
As far as the questions the article refers to, of course you want your top commanders to be abreast of all identified national security issues. Right now childhood obesity is a looming national security issue. They aren't all about ISIS

Unlike Senators from Oklahoma that enjoy throwing snowballs in the Senate chambers, the Navy has to deal with real consequences that are here right now. Changes in salinity, temperature, and currents in the ocean effect the performance of sonar systems, modes and methods of operation for ships especially the sub fleet, navigational requirements, and the performance of weapons systems. Actual weather pattern changes in the tropics and the intratropical convergence zones change mission requirements. Changes in ice pack and sea ice drift have dramatic effects on operations in the North Atlantic and Arctic.

Hold up. I could have sworn global warming was the biggest threat to the world according to Al Gore and his left-leaning posse. Now it's climate change? So we went from 'it's getting hotter every year and the icebergs will be gone by 2012' to 'it's hot in the summer and cold in the winter, must be that climate change thing. We need to raise taxes to prevent this from happening.' If you think climate change is the number 1 issue in the world, you aren't paying attention to the lives lost around the world from governments and radical Islam.

You asked "Really!?!?!" No, not really. This undated post on a dedicated anti-Obama website takes the story from another anti-Obama website which twists the words of the lawmaker so that anti-Obama people will hear what they want to hear. Gotta love the ominous graphic and the twisted headline, too.

What's the real story? This is what I found, and this might explain the headline. In the beginning of February, the Pentagon ordered all commanders to consider the effects of Climate Change in all planning. And, of course, commanders are evaluated on a bunch of factors. So any good propagandist can turn that into "Obama Evaluates Officers on Climate Change." I doubt President Obama was involved in anything to do with this except to tell the JCS that we need to ensure our military is on top of this climate change business.

You asked what does this have to do with effective leadership? Assuming 97% of the world's scientists are correct, then it's a big deal. With only 1.5*C rise in temperature over a long period of time, crop yields change, food availability changes, political power changes, wars start. Any commander should be constantly planning for challenges in his regional area.

The Republican Party in America is the only large group of people in the world that denies climate change. The rest of the world has been planning and adjusting for a decade.
