Why are green card holders special, they aren't citizens, and their travel can be restricted.

Among the various crimes that can make a non-citizen of the United States deportable are so-called aggravated felonies. Someone who is in the United States with a visa or a green card (lawful permanent residence), and who commits an aggravated felony, can be removed or deported.

arises, two common perceptions usually come to
mind. First, the Ninth Circuit is the “rogue circuit.”
Second, the Supreme Court only takes cases that it intends to
reverse. An empirical study of Supreme Court dispositions
of cases from the courts of appeals during the last 10 Terms1
reveals that neither of these common perceptions is true."

(the rest of the five page article is a ten year statistical analysis of the review and reversal rates of the thirteen Federal Circuit Courts. Actual numbers, not media headlines, show that the Ninth is NOT a loose cannon on the deck of the U. S. Federal Court System. (But that headline wouldn't get much attention, would it?))
