Mexican President: We will not pay for the wall

He will pay....He just doesn't know it yet.

X number more cash seizures a year here, adjustment to foreign aid there, increase in a tariff over there. It may not be directly from their pocket for the wall, but there is more than one way to pay for something.

We hold all the cards for trade and aid. One way or another, they'll pay. It's fine with me that they'll couch it in terms that lets Mexico save face.
