The article says he's "retired" but that may be incorrect. If he got out recently he may be in the IRR, not sure if that means he's still subject to the UCMJ. If he is maybe we can formally award him the title "ex-Marine" for conduct unbecoming.

Agreed. All stripes join the service. Some use it as a chance to better themselves. This clearly was not the case here.
