I don't think it would have mattered. The President has the power to appoint most anyone he chooses. There were several who were so bad it boggled the mind, and one or two Pence had to break a tie on.

Susan Foster - Look at the judge appointee he submitted who couldn't answer basic questions. You can't blame the press for the fuck ups that somehow make it through vetting, and then after additional checks, it turns out this was one of the "not-so-good" choices. Whoever backed these men and asked the president for their appointment is to blame.

If you haven't notice, Trump's appointees were being pushed through nomination process regardless of how bad or questionable their character and past maybe. The ones that didn't make it is only because they resigned out of embarrassment.
