Interesting story, it seems that either Kushner or whoever he tasked with completing his SF86 didn't do too good of a job. Having been through this a time or twelve I know what a pain it is, When I completed my first set of forms, I was young and hadn't been anywhere so it was relatively easy, thankfully I kept copies for the updates. imagine an outsiders first time and then compound that with someone who has traveled...

If they were in their 30s, had successful businesses, experienced speakers, etc, not so much.
I don't recall a lot of claims about nepotism when Robert Kennedy (Democrat) was Attorney General. Most people thought he did a good job.
Hillary Clinton (Democrat) held a prominent position on committees and decision making in Bill Clinton's presidency
