The article was very vague. Only the investigators will have a good scoop. I hate to say much without know all most of the details however I am sure this is one of those, "he should have known better" and "watch what you say and around" situations.

When it comes to being relieved and the person is a GO, I haven't seen an article yet that is clear cut as to why initially (lost faith in good judgement and command is the usual BS line). IF he made "light" of sexual harassment or assault in a manner where anyone besides his cat could hear, this is a problem of his own making.
