Surface warfare: A running fix

If this works, it will be great. However, I suspect that with lengthened sea tours, and afloat staff tours not counting it will be much harder to keep good SWOs. The afloat staff issue means that officers would end up doing the staff tour as their "shore tour" while still being in the deployment rotation. This will also hurt readiness as many officers will choose to leave the service rather than face the first ten or more years of their career afloat, absent training time.
