The 14th Amendment never imagined anchor babies, but it did imagine not extending citizenship to children born here of diplomats who are in the US legally. There is no logical case then for unlawful visitors or tourists to give birth to a US citizen simply by virtue of location.

It's already been decided. See United States v. Wong Kim Ark, 169 U.S. 649 (1898).

In 1898’s Wong Kim Ark decision, the Court ruled that a man born in the U.S. to Chinese-immigrant parents was a citizen, as were “all children here born of resident aliens.” That still doesn’t settle the question of illegal aliens.

Indeed. Resident implies legality. Unlawful persons in the US have no standing, and can even be denied habeas corpus. How then can an infant assert rights to which it is not entitled?
