That sort of fraud makes it harder for the legitimate combat Veterans to receive what is due to then and raises suspicion on fraud on those not even engaged in it.

You're absolutely correct. It's why it took the VA 20 years to start my benefits when I was actually on active duty for 16 years and put out with a medical discharge.
