Lowe has been through some scrutiny before and it hurt his career. My guess is he softly stepped aside.

Democrats have had a grand week displaying their ignorance of optics, and emphasizing their personal aspirations are more important than any claimed party cohesion.
Warren isn't a viable candidate due to her Native American assertions. IMO it doesn't matter whether she believed it, or apologized after making an a$$ of herself with weak DNA results. It's her complete lack of understanding of the impact.
VA governor admitting to being in a racist photo, then denying being in the picture he admitted being in the day before, but admitting to blackface on another occasion. If he really believes he can help the state "heal," he is as dumb as he looked when contemplating doing the moonwalk during a news conference. VA AG is the same.
The Democrats in the state legislature drafting impeachment for the Lt Gov based on 15 and 20 allegations he denies, but giving a pass to the AG and Governor's admissions solely to deny the office of governor to pass to a Republican.
I'm for forgiveness, but you can be forgiven and accountable at the same time.
In the Army, we used to say, "Good idea, poor judgement." They're demonstrating, "Stupid idea, no judgement."
Guess this week they'll announce they'll be doing no primaries, and that Hillary will be on the ballot, with David Duke as her VP.
