I would say poor judgement was used and the ROE was escalated too quickly. Right from the start that cop was very very aggressive.

One of the officers, Guttierez, who was presumably the senior officer, has been fired. I suppose the other officer is still under review.

I saw this in the 70s down south. I used to drive a lot of my black platoon mates home to Alabama on the weekends so that they wouldn't get arrested for just driving a car. Sound familiar???
