Oscar Perez is a police helicopter pilot accused of stealing a military helicopter and dropping grenades on the Supreme Court in Venezuela. I doubt this is a CIA plant. Venezuela has been close to Civil War for a long time since Hugo Chavez and socialism destroyed the country after he passed away. This is something of a James Bond.
