Author Bruce Catton described the action perfectly in his Army of the Potomac history series. Sheridan did not make a raid towards Richmond, his cavalry started walking to Richmond, knowing Stuart would have to come fight. The goal wasn't Richmand, the goal was to destroy as much of the CSA cavalry as possible. The death of Stuart was a bonus, one of the grim things that probably needed to be done before winning the war.

General Lee wanted indulge in a vast and violent campaign in the North in the hopes of the Union to sue for peace, but Stuart and his cavalry were AWOL for some time.
