Here is the real logic, which is obvious to anyone who isn’t interested in ignoring the obvious, cases are rising because the mitigation of spread measures aren’t effective, not because people don’t comply with them.

Another lock down is totally not necessary in my view... People should follow practical protocol, & wearing Masks in public shopping establishments or restaurants & the like is responsible virus management... Beyond that, politicians are using their "Power" to control the people through fear...

The key word there is "should." From the large increases, it is evident far too many are not doing so.
