The real question is will our European allies support us in sanctions? We've certainly given them reason to question our alliance.

I'd be careful with the cyber, until they know the magnitude of the issue. Sanction the hell out of them. Expelling known actors doesn't affect the others, and we have many from various locales abroad. Dug in like ticks.
