This happens normally with incomming political administrations. I don't think Trump did it but it was his mistake for not doing it and Trump had to fight with leftover Obama appointees at times. It's a way of clearing the decks and ensuring a little bit of deference to yourself as POTUS. However, even though Biden appoints them does not mean they have full latitude to ignore the law. They still have to uphold the law. It just gives them a little more latitude to make decisions on what cases to persue and which have priority.
