SBR (Short Barrel Rifle) has a specific legal definition, and is an NFA Class III firearm which requires a BATF Tax Stamp to buy and own. Converting an ordinary AR-rifle to an SBR is illegal without having that tax Stamp.
I have an AR-pistol, which is classified as a handgun, but if I replaced the arm-brace with a stock, it would become an SBR, because the barrel is shorter than 16".
