This is where I live, so this is what concerns Me. The 1st mentioned bill HB2330, though not mentioned in this write-up, would allow those individuals that have taken the time to get a permit, not just carrying "Constitutionally", to enjoy the status of a "Special Deputy". That language is not specifically in the Bill, it's a read between the lines kind of thing, that will allow a permit holder to carry any place a LEO can, legally. Our State Government wants the citizens trained, so they're waving a carrot to entice people. Until recently in TN there hasn't been a distinction between concealed and open carry. If You were in possession of a valid TN permit, You carried however You felt like. I expect the anti-gun bills will fail in committee.

Periodic Qualification s/b a requirement for anyone licensed to carry any weapon! In CA, retired LEOs are required to qualify annually.(?).

I agree in principle. As the good chief said above ( CWO4 Terrence Clark ) the devil is in the details. I would think something along the lines of every 3 or 4 years for open carry, every 1 or 2 for concealed. And low- or no-cost certification of qualification.
I see anti-gun states using that as "$100 certification fee for your qualification. Re-qualify every month." And then being like, "What? You gun folks said this is what responsible ownership looks like!"
