Disney special district says 'we don't know where we are going' after DeSantis signs law

I may be able to give Disney an idea of where they’re going. As someone who used to review developers building roads, bridges and other infrastructures for PennDOT, after the developers sell all the property around them, then the developer wants to “give the roads/bridges/infrastructures to the state for ownership and maintenance responsibility to get out of that costly responsibility. I also need to think back to some of my experience with Right of Way.

To my understanding as with any other similar situations the Disney Land will revert back to the jurisdiction of the original municipality(s). Disney will then have to request the municipality(s) to accept ownership and maintenance responsibility and show they currently have enough insurance to cover everything 100%. Usually the roads/bridges are inspected to see if they are built to specification and the specifications are up to date. The municipality(s) will then decide if they will accept ownership or if the private developer will still be responsible for the infrastructure. The responsibility is all on the developer (Disney).

There will be some growing pains for the municipality(s) involved but once they have the property assessed: the land, buildings, and transportation facilities and figure out all the other taxes they will receive to govern Disney, they will be OK. It’s really no big deal. If someone in Florida sends this to the state and municipalities involved, it will save them a lot of grief. Sometimes the politicians don’t ask the right people the questions.
