Using laser to shoot down UAVs and artillery/mortar shells is doable (Israel has a nice prototype), but even if Russia developed and deployed these to the battlefield, it's comes down to "so what?". You can do it just as well with existing ground based systems (although it would probably be cheaper with a developed laser system).

Personally, I'm VERY skeptical about a hand-held laser gun. The amount of power needed to make it work requires a vehicle born system at the very least. That is unless Russia claims they have developed portable nuclear batteries which solved the energy problem ....
