Looking at the source, you know it's going to be a left leaning diatribe against the 2A. What the author chose to not mention is that the Militia is made up of all able bodied from 18-45, and that when called upon must already have a weapon and be proficient in it's use.

The assumption was, if you HAD it, you knew how to USE it.
"Well regulated" meaning "everything in correct working order, and performing to expected standards." Like a clock keeping correct time from day to day without constant fiddling.
