Well, yes... the same way as a next generation missile is a 'smart rocket'.
The confusion comes from the powers that be deciding to classify every mine, area denial weapon, etc. as a 'terrain shaping system'. Someone must have gotten a great OER bullet comment for that one.

I hope the manual for the mines is in simple nomenclature or the troops will have a hard time deploying them . I never thought I would see a land mine called a "terrain-shaping" system .
