I think I've finally figured out his strategy. His Executive Orders and 'laws by changing regulations' are completely out there and will be challenged by Republicans on their legality.

If the EO/regulation stands, then it's a win for the extreme of his party. If, as is more likely, they are overturned because they violate the Constitution, law, or exceed the limits of what a regulatory agency can do, then he get's to talk about how those nasty "MAGA Republicans" are the reason your student debts aren't forgiven, that you're going to die in 10 years from Climate Change, or some other ridiculous claim.
