Louisville is one of three blotches of blue in an otherwise red state. Louisville has always assumed they were exempt from state laws (in some cases they actually are!)

Within Louisville the school system has always assumed they were above both Louisville ordinances and state laws. It has consistently been a failing school system even by comparison to the rest of the state, but the School Board answer to failure is always that they just need more money -- which they get because the School Board has the power to keep raising property taxes.
