Army backtracks, renews temporary NCO promotions for a third year

Any time the Big Brass set absolute standards they soon find that those standards are unrealistic, then rather than adopt realistic standards or provide a path to meet the standards, they look for some way to bypass the standards so they don't have to admit the standard was unrealistic in the first place.
