In my career I have seen several incidents of this type of behavior in women. Very rare overall.

Sounds like a double standard here. Other than taking her command away nothing else? She obviously has a drinking problem and was using her position to abuse male soldiers. Any of which would get a male counterpart dismissed and very possibly jail time. So everyone is not equal in the military.
