Although the state of Missouri controls licenses for marijuana producers and dispensaries, it does not regulate cannabis lounges and consumption venues — leaving it up to cities and counties to decide for themselves. There are signs in NW Arkansas warning against bringing cannabis from MO back into AR. We are a medicinal, but not recreational state. I don't think they expected the medicinal vote to pass, but it did. Now they fight tooth and nail against any expansion to medical or any new recreational ballot initiatives. It's funny when the voters vote against the far right folks they elected. Hopefully they'll wake up some day and see that those folks are not working for their interest.

Coming back after 12 months: some lounges in MO run BYOC, others are attached to a dispensary. The big differences are liability and 21+ access. Practical tip: ask for the house rules in writing (limits, dabs, quiet hours). I kept my patient status active through Leafy DOC so I could discuss doses and formats with a doctor before trying public spaces.
