I also agree and I might add that using diversity considerations in any promotion criteria in some way does a disservice to minority group soldiers, NCOs and Officers because some will always wonder if promotion was really based on merit.

Perhaps the Army's senior enlisted man sees a changing tide? Perhaps he is seeing and hearing the Army is killing its 'in house' system? Perhaps he's in the Anti-Milley faction?
