Very simply put, based on my experience and anecdotal evidence, crime pays and doing time is just part of the business. Avast majority of convicted felons view prison as an occupational hazard and not a determent to their criminal behavior.

Saw a long gun I am thinking to buy and learned I have to pass a firearms safety test first. One section covers what to do when confronted with a violent situation. The state doesn't care how many violent situations one may have faced without the need to use a firearm.
