Use it or Lose it. I remember those days, being so frugal in acquisitions through the year and the boss coming in at the first of September and telling me to buy all the parts we might need next year.

This kind of ticks me off. I we need it, buy it. Don't just buy it because we have to spend it or lose it.

If you ever were responsible for military budgets you knew to start compiling a wish list sometime in June. As surely as the sun rises, sometime in August the commander would ask for your lists for fallout fund spending. I always found it beneficial to be able to hand in that list on the day it was asked for. Got a lot of "wants" for my folks because others weren't savy budget handlers over the years.
