My opinion; Go the HAM route. Yaesu and Baofeng make good handhelds that don't break the bank.

Wife and son have yaesu. Wife, son, myself all have our licenses. Did it as a Boy Scout achievement before son eagled out
A couple of my scouts were called up during Katrina as ham operators. When disasters hit. Cell towers are some of the first to be destroyed. Ham is the only thing that works
