Multiple things can be true. I've seen USAID in action, and they tend to have attitudes similar to some of those I worked with at the State Department... "I'm special, give me what I want and don't ask questions." I remember once a State Department rep in Afghanistan tried to order my communications personnel to pick up and deliver their daily mail from their drop box on the other side of the base runway (i.e. send one of my Airmen from our FOB to the larger base and back - an hour out of their day). Yeah, no, the military is not there to do your bidding.

There is a need to have oversight and management of US aid programs to the larger global spectrum, but USAID has become more than that. They have obviously strayed away from the "US" piece in USAID and this is unacceptable. That aspect has been put on center stage and exposed, so it is now time for a reorganization of the special agency, which should be aligned under the Department of State and subjected to Congressional review on an annual basis by representatives from at least the two major parties. I don't care if USAID is removed as a special agency and aligned under state as an organization within, but there absolutely needs to be some capability to manage the aid we provide to other nations, consistent with the President's foreign strategies, and specific to the promotion of US interests. Additionally, their budget and past expenditures need to be transparent to all Americans and reviewed/approved by Congress. If discretionary funds are used for programs which are not beneficial to US interests, someone needs to be held accountable, and they should receive fewer funds in the next budget cycle.
