The headline clearly state ..."under Biden", not 'Biden did it' or ' Biden authorized it'. "Under Biden" means during his administration.

Actually, the leak occurred during the first Trump administration (between 2018-2020). The leaker pleaded guilty during the Biden administration, and he was just sentenced about a month ago. The article is misleading because the IRS reported the number of people potentially impacted (~70,000) during the Biden administration, and the number may have been much larger (~400,000), but the leak didn't happen during the Biden administration.

Typical tabloid journalism. One man - now a convicted criminal serving a 5-year sentence, took this action. NOT Joe Biden. Also NOT a "bombshell" as this all came out months ago at the trial.
