Many Years Ago I'd HEARD - Not Read Nor Seen - Some Town In Colorado Had Passed A City Ordinance Which Required All Persons Of 18 Years Or More To Carry A Fire Arm While Out In Public.

It gets left out... because it IS relevant. Why doesn't read "All citizens having a God-given right to defend themselves, the right of..."?? It could have said that, but it doesn't. It establishes that the aim of this right was collective security, beyond any individual need for it.

SGT Mary G. - Within the context of the newly established federal government - yes; because with no standing Army to speak of (as of 1784 - 1 Regiment and a total force of 2,631) and no regular Navy (it was disbanded in 1785) our Country was dependent on the Militias of the various states (As Washington's Army had originally been) to be called-up in the event of a threat requiring a military response.
