At Brooks AFB in the mid-90s, we raised and trained goats. They were the "test subjects" in the development of our Active Denial System (high power microwave). Once a goat is exposed to the ray, they never follow the chute to food again. They definitely remember pain.

I raise goats. I can vouch for the following:
They are at least as smart as dogs
They are more loyal than dogs
They are at least as willful as cats
If your fence won't hold water, it will not hold a goat that wants something on the other side.

Interesting post, Col Joseph Lenertz... After having read the list of animal projects, they beg the question as to what were they thinking! Or perhaps better, Why weren't they thinking?
