General officers don't get promoted like other service members. In most cases their rank is tied to the rank authorized for a specific position. Jumping from 1 to 3 stars or from 2 to 4 stars is unusual but not really all that rare, especially in specialized positions where there aren't a lot of officers to consider for selection.
