Well first they were allowed and then, "Poof!", they weren't - after they became common use.
What a lot of people don't realize is all the people that already owned machinegns in the 1930s when the National Firearms Act of 1934 was enacted were not required to pay the $200 excise tax. Only new buyers of machineguns were required to BUT in addition any organization (including law enforcement) were also required to pay the $200. The Browning Automatic Rifle (BAR) was excluded because it was an 'automatic' RIFLE.
