Those who use weapons and maintain them are best to test and purchase the best quality weapons. Those who use weapons regularly can also explain what improvements can to made to give weapon systems the best advantage. However, we have bureaucracy decide based on best price or quotation.

CPT Gurinder (Gene) Rana - A good example was the useless torpedoes purchased early in WWII. They were never fully tested before going into full production. and they ran much lower than what they were set for, so the mostly went under the target and kept going until they ran out of fuel. The big shots simply blamed the crews for being bad shots.

If I recollect accurately, it was the army's technology that launched the first successful satellite after Sputnik.
