We no longer teach our children ethics. In a world of moral relativism, who decides what is ethical?

Ethics is based on principles and values. The question in my mind is not about Ethics, but rather, can an AI have values/principles baked in to a degree that it is able to discern when it is acting within a value system or outside of it. If it can work within the value framework most of the time, I would say that the AI has ethics.
