1. Why didn't the Navy fly him off themselves?
2. Why'd the Puddle Pirates hoist? Why didn't they land? Inquiring minds want to know.

1. If the destroyer had a helo, it had other purposes. If the ship's helo left the ship, it probably would negatively affect the ship's mission. Navy rightly took the better alternative.
2. It's much easier, safer, and faster not to land on the ship.

Quite likely. unless they deployed recently with a cutter their quals may not have been current. Maybe it was just easier and safer, especially if the seas were on the rough side. BTW the was the USS Spruance, an Arleigh Burke, not a Spru Can

The USCG hoists 99% of all their medivacs. It’s easier, faster (most of the time) and faster than landing

LCDR (Join to see) - Seems to be the consensus, Commander. Consider me educated. Just seemed to this armchair Admiral that landing on the deck would be faster. Learn something new every day.

Makes sense, a desrtroyer like the Spruance doesn't generally have a doctor embarked, just an Independent Duty Corpsman (IDC). While the IDCs are very well trained and experience medical professionals they don't have the skill set or resources that a hospital does.
There's a Coast Guard station on Terminal Island, next door to where the Long Beach Naval Station used to be.
Edit: I got to tour the Spruance in 2014, they even let me sit at the EPCC (Electric Plant Control Console)
(even if it didn't look anything like my EPCC)

PO2 Robert Aitchison I Served On Nuclear Cruisers with a Medical Dept. (With a Crew of 600 it warranted it) 1 Doctor, 1 HMC and 1 HM1. Now Our "Doctor" on the Cali was a Gynecologist by Trade which was Funnier than Hell, "Who Did You Piss Off at BUPERS"
