I would go to Dahlonega, GA at Christmas time, rather than Helen. I can easily go to either, since both are close by. The difference is the food, i.e.,restaurants in Dahlonega are better, it's more picturesque, and the downtown shops actually have things you might wish to buy. Not to mention, home of University of North Georgia, the military college of Georgia.
