Of all the beds in a hospital, a bed otinhe ICU should always be available to those who need it

I do not disagree, but. For profit hospitals generally look for 90% occupancy period over period. Non profit (kind of a misnomer) generally look for 75 - 80% occupancy period over period. Prior to this pandemic. There is just not sufficient elasticity in staff to maintain unlimited ICUs.
