Historically, offense has always outpaced defense. When defense does catch up, it's short lived before engineers find creative and new ways to win. If anything, we can blame the Clinton, Bush, and Obama era's for being complacent after the cold war and not advancing military technology. Now everyone is catching up and now we face new challenges to overcome.

SSG (Join to see) It went a little into the Bush-1 era as well. That's when we started hearing about the "peace dividend" with the cold war coming to a close and military spending priorities changed.

Though to be fair to all of them we tend to prepare for the threat we are facing at the time, which wasn't conventional warfare against another large and modern force.
