Maybe there was insufficient evidence, like the article said. Or is everything Pres. Trump's administration does is wrong?

The article rightly points out that instead of focusing on the systemic issues, this administration focuses on individual students. So instead of conducting a full blown investigation into systemic civil rights violations by a school district, this administration focuses on one complainant. This is the crux of the issue: if you have five students who file complaints with the OCR in a school district for violations of the IDEA, should you only focus your investigation on those five students or should you expand the investigation to see if there is systemic violations by the school district pursuant to the IDEA?
I know lots of people think we should not focus on systemic issues of civil rights and only look at individual civil rights violations. However, if there are complaints regarding civil rights issues then focusing only on the individual whose civil rights were violated completely misses systemic civil rights violations and the ability to correct those systemic violations.
