Did loose lockers doom the Fitzgerald seven?

As a matter of "sea worthiness", those lockers are bolted to the deck, otherwise they'd be "missile hazards" in any state of seas. Unfortunately, their not made of iron and heavy gauge steel and taking such an extreme impact as a ship collision will likely shear them right off their deck braces.
